HMOs

A house in multiple occupation (HMO) is a home shared by three or more people who aren’t one household and who share a kitchen or bathroom. Birmingham City Council says you must get planning permission before converting a property into an HMO, and landlords of many HMOs also need an HMO licence from the council’s Private Rented Services.

Licensing

Licence reviews published by the council, and licence applications our councillors have added. Licensing is decided separately from planning, by the council’s Licensing team and Sub-Committee.

New licence applications are listed on the council’s Licensing Act 2003 public register, and shown on a blue notice at the premises.

Major applications

Major applications are the larger ones: generally 10 or more homes, 1,000 square metres or more of new floor space, or a large site. We flag them from the description, so a few may be missed or included by mistake.

How to have your say

  • Comments on planning applications go to Birmingham City Council, using the “Comment to BCC” link, before the closing date. We don’t pass comments on.
  • The council can consider things like design, overlooking, loss of light, traffic, parking and noise. It can’t consider things like property values.
  • Comments on planning applications may be published on the council’s website.
  • Licensing representations go to licensing@birmingham.gov.uk, in writing, before the closing date.
  • Want to ask your councillors about an application? Ward forums and surgeries.
  • Building work going ahead without permission? Report a planning breach to the council.
